Energy Assistance provides emergency assistance to individuals and families having difficulty paying their energy bills.  WHO completes applications and connects applicants to the appropriate energy assistance programs such as:

  • Allegheny Power's LIPURP Program
  • $1 Energy Program

Eligibility for Emergency Assistance

Eligibility varies based upon individual energy program. 

You may qualify if you make less than the 200% column for your family size on the Federal Poverty Guidelines.  Download the guidelines and compare your income to the 200% column.

Westmoreland Community Action operates an Emergency Food Pantry from our main office. The pantry provides food to a family/individual in a time of crisis.  Referrals can also be made to similar services found in other communities throughout Westmoreland County.

Food Bank

Westmoreland Community Action distributes food for the Westmoreland County Food Bank on the third Thursday of each month.

Eligibility for the Food Bank

Mortgage chartMortgage Assistance Program

Our Mortgage Assistance Program provides money for individuals in Westmoreland County who have experienced an unfortunate turn of events and are temporarily unable to make their mortgage payment.  These individuals would receive funds to make their mortgage payment without the burden of being obligated to repay it.

Eligibility for Mortgage Assistance Program

  • Individuals qualifying for the Mortgage Assistance Program would have to be at or below 80% of the area median income. (See the chart below.)
  • Potential applicants must provide a detailed explanation as to why they cannot make their mortgage payment.  Applicants also need to provide a detailed plan as to how they will resume making regular mortgage payments after they have received assistance from the WCAMAP.
  • Applicants must meet all income guidelines, show financial hardship, and most importantly, be able to show that the hardship was caused by an event out of their control. 
  • Applicants will not receive money if they simply show evidence of poor budgeting habits or practiced poor financial management. 
  • If an applicant is deemed worthy of the mortgage assistance funds by the committee, WCA will send the payment directly to the lender and specify that the money is for the individual’s monthly mortgage payment.  If an individual’s monthly mortgage payment is $600.00 or less, WCA will pay two month’s worth of payments (therefore, up to $1200 total per household).  If an individual’s monthly mortgage payment is between $600.01 and $1000.00, WCA will pay one month’s payment. 
  • Applicants can be turned down if it is determined that this mortgage assistance will only prolong inevitable foreclosure.

Individuals who would like to be considered for funding would have to complete an application at WCA’s main office at 226 South Maple Avenue, Greensburg. Applications can also be mailed to prospective applicants to be filled out and then returned to WCA’s main office.

Program Funding Sources

  • Funding for the Energy Assistance program is provided by the energy suppliers and the PA Department of Community & Economic Development.
  • The Food Pantry is funded by donations of food from individuals and the PA Department of Community & Economic Development. 
  • The Food Bank is provided by the Westmoreland County Food Bank. 
  • The Mortgage Assistance Program is funded by the Community Foundation of Westmoreland County.
